Based on the clothes I would say the picture is from the late 1960s, I have no clue what the issue would have been. In the USA it would have been civil rights.

1979 and yes, a subsequently imprisoned stamp collector reversed the decision in 1983 after a change of government.OK, I admit that google was my friend.
