Teaser. This was the largest petition ever presented to the state parliament of Western Australia at the time. The petition was not successful but in the fullness of time, there was a good outcome. So what was the petition about?
I am guessing the good citizens of WA wanted secession from the Australian Federation. But I don't remember it happening after WW2.. and those gents seem to be wearing 1960 hats.
Based on the clothes I would say the picture is from the late 1960s, I have no clue what the issue would have been. In the USA it would have been civil rights.

Delete1979 and yes, a subsequently imprisoned stamp collector reversed the decision in 1983 after a change of government.
